THAT the Township of Huron-Kinloss Council hereby receives for information Report Number TR-2021-02-17 prepared by Jodi MacArthur, Treasurer AND FURTHER moves into budget deliberations for the 2021 Township of Huron-Kinloss Budget.

That Township of Huron-Kinloss Council hereby reviews and receives Report Number TR-2021-02-12 and hereby approves the revenue and expenditure reports to December 31, 2020.

That Township of Huron-Kinloss Council hereby receives for information Report Number TR-2021-02-13 prepared by Jodi MacArthur, Treasurer.

That Township of Huron-Kinloss Council hereby reviews and receives Report Number TR2021-02-11 prepared by Jodi MacArthur, Treasurer and approves the exclusion of certain expenses from the 2021 budget as per Ontario Regulation 284/09.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. BLDG-2021-02-05 prepared by Matt Farrell, Building & Planning Manager/CBO and approves the 2021 Building and Planning Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. BLE-2021-02-6 prepared by Matt Farrell, Building & Planning Manager/CBO and approves the 2021 By-Law Enforcement Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. FIRE-2021-020-6 prepared by Chris Cleave, Fire Chief/CEMC and approves the 2021 Lucknow Fire Station Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. FIRE-2021-02-7 prepared by Chris Cleave, Fire Chief/CEMC and approves the 2021 Emergency Management Business Plan in principle.

That the Township of Huron-Kinloss Council hereby receives for information Report Number PW2021-02-16 prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No.CAO-2021-02-12 prepared by Mary Rose Walden, Chief Administrative Officer AND approves the alternative layout - 2021-02-01 AND FURTHER directs staff to proceed with final design and tender documents.

That the Township of Huron-Kinloss Council hereby receives for information Report Number PW2021-02-17 prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. PW-2021-02-10 prepared by John Yungblut, Director of Public Works and approves the 2021 Equipment Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. PW-2021-02-11 prepared by John Yungblut, Director of Public Works and approves the 2021 Water and Wastewater Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby approves Report No. TR-2021-02-19 prepared by Jodi MacArthur, Treasurer AND approves providing financial relief to the Lucknow Community Centre Board by way of a loan to cover operating expenditures until rentals resume subject to entering into a memorandum of understanding between the Township and the Lucknow Community Centre Board that will formalize the payment details and address accountability AND FURTHER directs staff to bring forward a report regarding the structure of the board and request to have a staff member provide secretariat duties to the Board.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. CS-2021-02-7 prepared by Mike Fair, Director of Community Services and approves the 2021 Lakeshore Environmental Business Plan in principle.

That the Township of Huron-Kinloss Council hereby approves Report Number CS-2021-03-13 prepared by Mike Fair, Director of Community Services and authorizes Kempton Construction to complete the Harbour wall restoration not exceeding total cost of $520 000.00.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. CS-2021-02-9 prepared by Mike Fair, Director of Community Services and approves the 2021 Ripley-Huron Community Centre Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. CS-2021-02-11 prepared by Mike Fair, Director of Community Services and approves the 2021 Ripley Cemetery Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. TR2021-02-20 prepared by Jodi MacArthur, Treasurer

That the Township of Huron-Kinloss Council hereby receives for information Report Number BED-2021-02-8 prepared by Taralyn Cronin, Business and Economic Officer AND approves moving forward with the continuation of the Downtown Improvement Program by allocating $100,000 in funding as detailed in the report.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. CAO-2021-9 prepared by Mary Rose Walden, Chief Administrative Officer and approves the 2021 Economic Development and Tourism Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby receives for information Report No. BED-2021-02-7 prepared by Taralyn Cronin, Business & Economic Officer and approves the 2021 Point Clark Lighthouse Business Plan in principle.

THAT the Township of Huron-Kinloss Council hereby reviews and receives the 2021 Draft Budget as prepared by Jodi MacArthur, Treasurer AND directs staff to bring forward the 2021 Township of Huron-Kinloss budget as presented at 1.92% increase to the municipal tax rate.

THAT By-Law No. 2021-12 being the February 2021 Confirmatory (2) By-Law be read a first, second, third time and finally passed this 26th day of February, 2021.
