Council Meeting

THAT the Township of Huron-Kinloss Council hereby adopts the August 9, 2021 Council (Planning) Meeting Minutes as presented.

That Township of Huron-Kinloss Council hereby ratifies and confirms payment of the July 2021 accounts in the amount of $1,386,111.46.

That the Township of Huron-Kinloss Council hereby approves Report Number BLE-2021-08-14 prepared by Heather Falconer, By-Law Enforcement Officer AND does not support bringing forward a cat regulating By-Law AND FURTHER approves the Feeding of Wildlife and Feral Animals By-Law being brought forward as directed.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CS-2021-08-43 prepared by Mike Fair, Director of Community Services.

THAT the Township of Huron-Kinloss Council hereby approves Report Number PW2021-08-66, prepared by John Yungblut, Director of Public Works AND approves the changes to the consolidated fees as presented AND FURTHER authorizes the appropriate by-law come forward on tonight’s agenda.

THAT the Township of Huron-Kinloss Council hereby approves Report CLK-2021-08-102 prepared by Emily Dance, Clerk AND authorizes entering into a Severance Agreement with Francine and Pierre Pilon for 100 McCormick Dr. AND FURTHER authorizes the appropriate By-Law coming forward on tonight’s agenda.

That the Township of Huron-Kinloss Council hereby receives for information Report Number CLK-2021-08-100 prepared by Emily Dance, Clerk AND ratifies the exemption to the Social Distancing Policy for the By-Law Enforcement Officer and PW Director to attend out-of-town business.

That the Township of Huron-Kinloss Council hereby receives for information Report Number CLK-2021-08-98 prepared by Kelly Lush, Deputy Clerk.

THAT By-Law No. 2021-88 being the Purchase Floating Aerators be read a first, second, third time and finally passed this 16th day of August, 2021.

THAT By-Law No. 2021- 90 being the Golf Car By-Law be read a first, second, third time and finally passed this 16th day of August, 2021.

THAT By-Law No. 2021- 91 being the 2021 Consolidated Rates and Fees By-Law (2) be read a first, second, third time and finally passed this 16th day of August, 2021.

THAT By-Law No. 2021-93 being the Feeding of Wildlife and Feral Animals By-Law be read a first, second, third time and finally passed this 16th day of August, 2021 AND FURTHER that the Township Solicitor be directed to recommend to the Ontario Court of Justice under the Provincial Offences Act that the amount of set fines be $250.00 for each contravention of the By-law.

THAT By-Law No. 2021-94 being the Pilon Severance Agreement By-Law be read a first, second, third time and finally passed this 16th day of August, 2021.

THAT the Township of Huron-Kinloss Council hereby receives for information all items listed in Section 9.

That Mayor Twolan reported a Closed Meeting was held regarding the staff salary review direction was given to staff to bring forward the appropriate By-Laws

THAT By-Law No. 2021-96 being the Staff Wage Protection Policy By-Law be read a first, second, third time and finally passed this 16th day of August, 2021

THAT By-Law No. 2021-98 being the August Confirmatory By-Law (2) be read a first, second, third time and finally passed this 16th day of August, 2021.

THAT the Township of Huron-Kinloss Council hereby adjourns at 7:44 p.m.
