That the Township of Huron-Kinloss Committee of the Whole hereby directs Saugeen Valley Conservation Authority representative Deputy Mayor Murray to oppose the draft 2023 Saugeen Valley Conservation Authority Budget.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report No. PW-2022-10-69, prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information, Report Number PW-2022-10-70, prepared by John Yungblut, Director of Public Works

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information, Report Number PW-2022-10-71, prepared by John Yungblut, Director of Public Works AND declares a 2005 Sterling tandem snow plow truck and the 2018 AMI snow pusher as surplus to the operations of the Township, authorizing their disposal as per the Township’s Surplus Equipment Policy.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number PW-2022-10-72, prepared by John Yungblut, Director of Public Works AND accepts the quotations from Cottrill Heavy Equipment in the amount of $13,423.00 plus HST for purchase of a 102” snow plow and a tailgate spreader.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number PW-2022-10-73, prepared by John Yungblut, Director of Public Works AND authorizes an additional expenditure of up to $8,000 for the Public Works Operations and Transportation Review.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number BED-2022-10-43 prepared by Lauren Eby, Business Development Coordinator.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information report number BED-2022-10-44, prepared by Michelle Goetz, Manager of Strategic Initiatives.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number BED-2022-10-45 prepared by Amy Irwin, Business and Economic Officer; AND approves the quote of Blue Rhino Designs for the Project Management Phase of the Point Clark Lighthouse Museum Revitalization Project in the amount of $3,000 + HST AND the quote of Performance Solutions to fabricate the exhibits for the amount of up to $148,570 + HST, AND FURTHER grants an ex emption to the Purchasing Policy AND FURTHER authorizes the appropriate By-Law coming forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number BED-2022- 10-46 prepared by Amy Irwin, Business and Economic Officer.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves report number BED-2022-10-47 prepared by Amy Irwin, Business & Economic Officer AND approves entering into a Tourism Micro-website hosting agreement with The New Business in the amount of $30,500 + HST plus a yearly hosting fee of $1,200/per year subject to a positive demonstration AND FURTHER approves the appropriate By-Law coming forward.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CAO-2022-10-29 prepared by Lindsay Small, Project Coordinator.

That the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CAO2022-10-31 prepared by Leanne Scott, Human Resources Generalist AND approves the updates to the Hiring Policy and the updated Organizational Chart AND FURTHER authorizes the appropriate By-laws coming forward.

That the Township of Huron-Kinloss Council hereby receives for information Report Number CAO2022-10-32 prepared by Leanne Scott, Human Resources Generalist.

That the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CAO-2022-10-33 prepared by Lindsay Small, Project Coordinator and in so doing, supports the remainder of proposed EIES funding as detailed in the body of the report.

That the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CAO-2022-10-34 prepared by Leanne Scott, Human Resources Generalist AND approves the new Electronic Monitoring Policy as outlined AND FURTHER authorizes the appropriate by-law coming forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2022-10-89 prepared by Emily Dance, Clerk

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CLK-2022-10-90 prepared by Kelly Lush, Deputy Clerk.

THAT the Township of Huron-Kinloss Committee of the Whole hereby supports the Municipality of Brighton in their request for the Government of Ontario to change the access rules to Healthcare Connect to permit the registration of military personnel into the Healthcare Connect system once the Canadian Forces Members are provided a military release date AND directs staff to distribute as they see fit.

THAT the Township of Huron-Kinloss Committee of the Whole hereby supports the Municipality of Brighton in their request for the Government of Ontario to provide funding and change legislation to help attract Family Doctors to underserved areas of Ontario AND directs staff to distribute as they see fit.

THAT the Township of Huron-Kinloss Committee of the Whole hereby supports the Municipality of Grey Highlands in their lobbying to the Minister of the Solicitor General to increase fines for all levels of speeding AND directs staff to distribute as they see fit.

THAT the Township of Huron-Kinloss Committee of the Whole hereby supports the Town of Wasaga Beach in that the proposed changes to the Strong Mayors, Building Homes Act are not appropriate and for the Ministry of Municipal Affairs and Housing to outline other ways for the province to institute housing AND directs staff to distribute as they see fit.

THAT the Township of Huron-Kinloss Committee of the Whole hereby accepts with regrets the resignation of Lindsay Small from the Project Coordinator position.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 6.

That the Township of Huron-Kinloss Committee of the Whole hereby moves into a Closed Meeting pursuant to [s. 239(2)(d)] Labour relations or employee negotiations (1) Hiring AND FURTHER returns to open session upon completion.

That Deputy Mayor Murray reported a closed meeting was held regarding employee negotiations AND direction was given to staff to authorize an employment agreement with Jennifer White for the position of Manager of Legislative Services / Clerk AND FURTHER authorizing the appropriate By-Laws coming forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby adjourns at 8:33 p.m.
