THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report DRAIN-2021-11-11 prepared by Emily Dance, Clerk and Grant Collins, Drainage Superintendent.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report No. DRAIN-2021-11-23 prepared by Grant Collins, Drainage Superintendent AND authorizes the partial removal of the drainage easement identified as Part 8 on Plan M-46 AND FURTHER authorizes the Mayor and Clerk to sign all necessary documentation.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number TR-2021-11-75 prepared by Jodi MacArthur, Treasurer AND does not support the request of the North Huron Community Food Share program.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CS-2021-11-54 prepared by Mike Fair, Director of Community Services.

That the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CS-2021-11-53 prepared by Mike Fair, Director of Community Services AND accepts the proposal from Crawford Loggers for $83 125.00 plus HST AND FURTHER authorizes the appropriate by-law coming forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number PW-2021-11-86, prepared by John Yungblut, Director of Public Works AND accepts the proposal from Bill & Tom Kempton Construction Ltd. for the demolition of a house located at 650 Wheeler St., Lucknow in the amount of $5,495.67 plus HST AND FURTHER authorizes the appropriate by-law comes forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number PW-2021-11-87, prepared by John Yungblut, Director of Public Works AND accepts the proposal from Dillon Consulting Limited for engineer services related to the expansion of the Kinloss Landfill in the amount of $24,990.00 plus HST AND FURTHER authorizes the appropriate by-law comes forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report No. PW-2021-11-90, prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information, Report Number PW-2021-11-91, prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number BED-2021-11-45 prepared by Taralyn Cronin, Business and Economic Officer.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number BED-2021-11-47 prepared by Taralyn Cronin, Business and Economic Officer; AND FURTHER authorizes staff to seek out funding opportunities to implement the Point Clark Lighthouse Museum Revitalization Plan.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information report number BED-2021-11-43, prepared by Michelle Goetz, Community Development Officer.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information, report number BED-2021-11-48 prepared by Michelle Goetz, Community Development Officer and Further THAT Committee hereby approve staff moving forward with implementing the attached action plan.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CAO-2021-11-30, prepared by Elyse Dewar, Project Coordinator.

That the Township of Huron-Kinloss Committee of the Whole receives for information Report Number CAO-2021-11-31, as prepared by Tracey Howe, Administrative Assistant Public Works

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CLK-2021-11-128 prepared by Emily Dance, Clerk

THAT the Township of Huron-Kinloss Committee of the Whole hereby approve Report No. CLK-2021-11-125 prepared by Emily Dance, Clerk AND confirm that proof of insurance and naming the Township as additionally insured with the cross-liability clause remain a requirement of entering into an encroachment agreement AND that the encroachment agreement is required prior to the installation of a private drain on Township Property.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report No. CLK-2021-11-125 prepared by Emily Dance, Clerk AND authorizes the installation of a private drain by Murray Kraemer on the Alice Street Road Allowance AND approves amending the insurance clause of the encroachment agreement requiring proof of insurance and naming the Township as additionally insured with the cross-liability clause to be required following the erection of an insurable structure AND that a new encroachment agreement be drafted by the Township Solicitor and all costs be borne by the applicant.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report CLK-2021-11-126 prepared by Emily Dance, Clerk AND authorizes to stop up, close, declare surplus and convey the municipally owned lands described as Part of Lot 50 Concession A being Part 1 on 3R-10516 AND authorizes acceptance of the transfer of Part of Lot 50 Concession A, being Part 2 and 4 on 3R-10516 to the Township of Huron-Kinloss as highway known as Bruce Beach Road AND FURTHER authorizes the appropriate By-Laws coming forward.

That the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CLK2021-11-134 prepared by Kelly Lush, Deputy Clerk and in so doing approves entering into an amending agreement with The Minister of Community Safety and Correctional Services for the provision of Police Services under Section 10 of the Polices Services Act AND FURTHER authorizes the appropriate by-law to come forward.

That the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CLK2021-11-132 prepared by Kelly Lush, Deputy Clerk AND the following members of Council confirm attendance at the following conferences Deputy Mayor Murray ROMA and AMO, Councillor Abbott AMO AND FURTHER THAT the Township of Huron-Kinloss make a delegation request to the Ministry of Transportation regarding the driver licensing requirements and costs to obtain an A or D license at the ROMA conference.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves report CLK-2021-11-129 prepared by Emily Dance, Clerk AND authorizes entering into an agreement with Simply Voting to provide the electronic voting solution for the Township of Huron-Kinloss 2022 municipal election AND FURTHER authorize the appropriate By-Law coming forward.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CLK-2021-11-130 prepared by Kelly Lush, Deputy Clerk
