THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2025-19 prepared by Leanne Scott, Human Resources Generalist; AND FURTHER authorizes the appropriate By-law come forward confirming the hiring of Steven Travale, as Manager of Strategic Initiatives.

THAT the Township of Huron-Kinloss Committee of the Whole receives for information Report BLD-2025-17 prepared by Brett Pollock, Manager of Building and Planning/CBO.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2025-15 prepared by Mel Moulton, Emergency Services & Health and Safety Coordinator.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report DRA-2025-10 prepared by Jennifer White, Manager of Legislative Services/Clerk.

THAT the Township of Huron-Kinloss Committee of the Whole receive Report DRA-2025-09 prepared by Jennifer White, Manager of Legislative Services/Clerk; AND FURTHER THAT the Clerk be directed to send the prescribed notice per the Drainage Act for consideration of the filed report at a meeting of Council.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report CS-2025-23 prepared by Mike Fair, Director of Community Services; AND FURTHER authorizes the extension of the Bruce Botanical Food Garden lease agreement to November 2031.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2025-24 prepared by Mike Fair, Director of Community Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2025-25 prepared by Mike Fair, Director of Community Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-40 prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW-2025-41 prepared by John Yungblut, Director of Public Works; AND FURTHER accepts the tender from Lavis Co. Limited in the amount of $289,878.00 plus HST for the installation of storm sewers on Boiler Beach Road and the asphalt paving of Concession 12; AND FURTHER authorizes a transfer of $120,000 from the Municipal Capital Projects Reserve; AND FURTHER that the appropriate by-law come forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2025-24 prepared by Kelly Lush, Deputy Clerk; AND FURTHER grants an exemption to the Noise By-law No. 2005-101 to permit live music from Thursday, August 21, 2025 from 11:00 p.m. until 1:00 a.m. on Friday, August 22, from Friday August 22, 2025 at 11:00 p.m. until Saturday, August 23 at 1:00 a.m. and Saturday, August 23, 2025 at 11:00 p.m. until Sunday, August 24 at 1:00 a.m., for the Lucknow Kinsmen, Lucknow Music in the Fields annual non-profit music festival located at 575 Walter Street, Lucknow.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 5.0.

THAT the Township of Huron-Kinloss Committee of the Whole hereby adjourn at 8:13 p.m.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CAO-2025-20 prepared by Jodi MacArthur, Chief Administrative Officer; AND FURTHER authorizes execution of the 2025 Joint Recreation Cost Sharing Agreement with the Municipality of Kincardine; AND FURTHER directs the appropriate by-law coming forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BLE-2025-09, as prepared by Heather Falconer, Municipal By-Law Enforcement Officer.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2025-16 prepared by Mel Moulton, Emergency Services/ Health & Safety Coordinator- CEMC; AND FURTHER authorizes the Community Emergency Management Coordinator (CEMC) to issue the Special Events Permit for Lucknow’s Music In The Fields when permit conditions are met.

THAT the Township of Huron-Kinloss hereby receives for information Report CS-2025-22 Lucknow Community Centre Roof Repair prepared by the Director of Community Services; AND FURTHER that an exemption to the Purchasing and Procurement Policy is granted due to the unique nature of the roofing material and limited contractors available; AND FURTHER that Morgans Roofing is contracted to install the membrane roof for $105,000 plus HST.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-38 prepared by Cory Dulong, Manager of Environmental Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-39 prepared By Cory Dulong, Manager of Environmental Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2025-23 prepared by Kelly Lush, Deputy Clerk; AND FURTHER THAT the Committee of the Whole support the following resolutions: A, C, D and direct Staff to distribute as they see fit.
