THAT the Township of Huron-Kinloss Committee of the Whole receives for information Report BLD-2026-18 prepared by Brett Pollock, Manager of Building and Planning/CBO.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report TRE-2026-28 prepared by Christine Heinisch, Treasurer; AND FURTHER authorize Staff to provide notice of the proposed 2026 budget amendment as legislated; AND FURTHER authorizes Staff to bring forward a by-law to amend the 2026 budget to include the Medical Centre generator and furnace and the Parkplace Easement Remediation.

That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2026-17 prepared by Mike Fair, Director of Community Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2026-19 prepared by Mike Fair, Director of Community Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2026-31 prepared by John Yungblut, Director of Public Works; AND FURTHER accepts the tender from TAS Excavating & Rentals Ltd. in the amount of $369,288.98 plus HST for the installation of a storm sewer system on Sunset Pl.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2026-33 prepared by Geoff Aitken, Manager of Environmental Services. AND FURTHER that Committee of the Whole acknowledges receipt of the Wet Weather/Dry Weather Flows Assessment prepared by B M Ross and Associates.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2026-34 prepared by Geoff Aitken, Manager of Environmental Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receive Report CLK-2026-17 prepared by Kelly Lush, Deputy Clerk; AND FURTHER grant an exemption to the Noise By-law No. 2005-101 to permit amplified noise and music at an annual backyard gathering at 5 Queen St., Ripley on August 1, 2026 and for music at the 50 th Annual Lucknow Summerfest Slo-Pitch Tournament and festive grounds on June 26 and 27, 2026.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receive Report CLK-2026-18 prepared by Kelly Lush, Deputy Clerk; AND FURTHER that the Committee of the Whole support the following resolutions; a, b, c, d, e, g, AND FURTHER direct Staff to distribute as they see fit.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 6.0.

WHEREAS the Council of the Township of Huron-Kinloss recognizes the importance of citizen and volunteer achievement in contributing to the social, cultural, and civic strength of the community; NOW THEREFORE BE IT RESOLVED THAT Staff be directed to investigate the development of a citizen achievement and/or volunteer recognition program, which may include potential program structures, eligibility criteria, nomination and selection processes, administrative requirements, and associated costs; AND THAT Staff report back to Council with recommendations for consideration.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2026-11 prepared by Jeff Bradley, Fire Chief.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2026-18 prepared by Elyse Dewar, Administrative Assistant/Program Coordinator.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW-2026-32 prepared by John Yungblut, Director of Public Works; AND FURTHER grants an exemption to the Purchasing and Procurement Policy as per Section 6.3.3 to permit non-competitive procurement; AND FURTHER accepts the quote from Viking-Cives Ltd. in the amount of $491,067 plus HST for purchase of a new 2026 Wester Star 47X tandem plow truck; AND FURTHER that the appropriate by-law come forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 5.0; AND direct Staff to respond to the correspondence.

THAT the Township of Huron-Kinloss Committee of the Whole hereby adjourn at 8:42 p.m.
