Council Meeting

THAT the minutes of the Council meeting of April 20, 2026 and Committee of the Whole meeting of May 4, 2026 be adopted as presented.

THAT the Township of Huron-Kinloss Council hereby ratifies and confirms payment of the April 2026 accounts in the amount of $1,776,173.92.

THAT Township of Huron-Kinloss Council hereby reviews and receives the summary revenue and expenditure reports to April 30, 2026 prepared by Christine Heinisch, Treasurer.

That the Township of Huron-Kinloss Council hereby authorizes payment of the May accounts in the amount of $668,128.71

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report BLD-2026-09 prepared by Michele Barr, Deputy CBO; AND FURTHER authorizes a by-law be brought forward as a matters arising to remove the holding zone from the property described as PT LOT 9 CON 8; RP 3R-10570 PART 1 Huron- Kinloss.

THAT the Township of Huron-Kinloss Council hereby receives for information Report TRE-2026-25 prepared by Christine Heinisch, Treasurer.

THAT the Township of Huron-Kinloss Council hereby receives Report TRE-2026-26 prepared by Christine Heinisch, Treasurer; AND FURTHER accepts the proposal of Intact Public Entities in the amount of $393,913.00 plus applicable taxes for the 2026-2027 municipal insurance program; AND FURTHER THAT a by-law be brought forward as a matters arising.

THAT Township of Huron-Kinloss Council hereby receives for information Report CAO-2026-08 prepared by Jodi MacArthur, Chief Administrative Officer; AND FURTHER approves the 2027 recommended Council remuneration rates as presented; AND FURTHER that the by-law be brought forward on tonight’s agenda as matters arising.

THAT Township of Huron-Kinloss Council hereby receives for information Report CAO-2026-09 prepared by Leanne Scott, Human Resources Generalist; AND FURTHER that the appropriate by-laws come forward as matters arising to amend the Establish and Regulate Fire Department By-law and appoint Jamie Mitchell as Deputy Fire Chief/Fire Prevention Officer.

THAT the Township of Huron-Kinloss Council support the planning application Z- 2025-031 (Township of Huron-Kinloss) to complete a housekeeping amendment to the Huron-Kinloss Comprehensive Zoning By-law; AND FURTHER that Staff bring forward the appropriate by-law as matters arising on this agenda.

THAT the Township of Huron-Kinloss Council hereby receives for information all items listed in Section 8.

THAT the "Appoint By-law Enforcement Relief Officers" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2026-42.

THAT the "Ripley Industrial Park Land Sale (Kelley 2026)" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2026-43.

THAT the "Land Use Agreement (Lucknow Kinsmen 2026)" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2026-44.

THAT the "Traffic and Parking Amendment" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2026-45.

THAT the Township of Huron-Kinloss Council move into closed meeting at 8:07 p.m. for the purpose of considering 1) Acquisition or disposition of land (Walpole Trail); pursuant to Section 239(2) of the Municipal Act, 2001, as amended; AND FURTHER THAT Council return to regular open meeting upon completion.

THAT the "Confirmatory May 2026" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2026-57.
