THAT the Township of Huron-Kinloss Committee of the Whole receives for information Report BLD-2026-16 prepared by Brett Pollock, Manager of Building and Planning/CBO.

THAT the Township of Huron-Kinloss Committee of the Whole, receive Report BLE-2026-05, prepared by Heather Falconer, Municipal Law Enforcement Officer; AND FURTHER authorizes by-laws come forward to amend Schedule “A” Table 6 and Table 7 to By-law No. 2024-40, and to amend the AMPS By-law to prepare for the inclusion of parking related offences as noted in the report.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report CS-2026-14 prepared by Mike Fair, Director of Community Services; AND FURTHER authorizes the appropriate by-law coming forward awarding the Tender to Domm Construction Ltd, for $335,660.85 including HST.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report CS-2026-16 prepared by Mike Fair, Director of Community Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2026-24 prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2026-26 prepared by Geoff Aitken, Manager of Environmental Services. AND FURTHER that Committee of the Whole acknowledges receipt of the 2025 Huron Landfill Annual Monitoring Report prepared by GEI Canada; and, AND FURTHER that Committee of the Whole acknowledges receipt of the 2025 Kinloss Landfill Annual Monitoring Report prepared by GEI Canada

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2026-27 prepared by Geoff Aitken, Manager of Environmental Services; AND FURTHER that Committee of the Whole acknowledges receipt of the 2025 Annual Report for the Huronville Drinking Water Systems prepared by the Municipality of Kincardine; AND FURTHER that Committee of the Whole acknowledges receipt of the DWQMS Management Review Action Plan 2026 for the Huronville Drinking Water Systems prepared by the Municipality of Kincardine; and, AND FURTHER that Committee of the Whole acknowledges receipt of the 2025 Annual Performance Report for the Huron-Kinloss Storm Water Management Systems prepared by the Manager of Environmental Services.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2026-28 prepared by John Yungblut, Director of Public Works.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW-2026-29 prepared by John Yungblut, Director of Public Works; AND FURTHER approves supporting the 2026 Lucknow Super Pull and 2026 Music in the Fields events as described in this report.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receive Report CLK-2026-15 prepared by Kelly Lush, Deputy Clerk; AND FURTHER grant an exemption to the Noise By-law No. 2005-101 to permit amplified noise and music at the annual Dungannon Super Pull at 575 Walter St. Lucknow and amplified music at a private wedding reception at 963 Havelock St., Lucknow, pending organizers meeting requirements for a special event permit if applicable.

THAT the Township of Huron-Kinloss Committee of the Whole receive for information Report CLK-2026-16, prepared by Jennifer White Manager of Legislative Services/Clerk.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 6.0.

THAT Committee of the Whole move into closed meeting at 7:54 p.m. for the purpose of considering: 1) Labour Relations or employee negotiations; (remuneration), pursuant to Section 239(2) of the Municipal Act, 2001, as amended; AND FURTHER THAT Committee of the Whole return to regular open meeting upon completion.

THAT Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2026-08 prepared by Jeff Bradley, Fire Chief.

THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CS-2026-15 prepared by Mike Fair, Director of Community Services; AND authorizes a letter of commitment for $254 010.00; AND FURTHER authorizes signing authority for the agreement to the Treasurer.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2026-23 prepared by John Yungblut, Director of Public Works; AND FURTHER approves amending the Township Vehicle Use Policy; AND FURTHER that the appropriate by-law come forward.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2026-07 prepared by Leanne Scott, Human Resources Generalist.

THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 5.0.

THAT the Township of Huron-Kinloss Committee of the Whole hereby adjourn at 8:13 p.m.
